STRUCTURAL FUNDS IN POLAND

 

Operational Program Innovative Economy - subvention to investment of high significance to national economy and to investment in R&D centres and BPO

 

The priority axis 4. has been designed to bring more innovative investments to Poland. One of the measures supports two types of investments of high significance to Polish economy:

4.5.1 “Support to investments in the production sector”

4.5.2 “Support to investments in the modern services sector”

 

Recent calls for applications:

 

4.5.1 “Support to investments in the production sector”

open since the 2nd of March 2009; for investments in purchase or implementation of an innovative technological solution (which stands for a solution being applied in the world for no longer than 3 years or a solution which is used by no more than 15% of the branch)

- requirement of net increase in employment by no less than 200 jobs

- project durability: 5 years after finishing the project

- qualified cost of no less than 160 million PLN

- available subvention is up to 15% of qualified cost of the project

In the 2008 call for this measure, there were only 4 applications amounting to over 445 million PLN, of which approved were 2 projects: one in Mazovia with subvention of over 150 million PLN and another in Lower Silesia with subvention of over 84,5 million.

In 2009 call available is a total amount of approx. 1 052 160 000 PLN.

 

4.5.2 “Support to investments in the modern services sector”

 

launch scheduled for mid-May 2009; support to investments in opening or development of an IT center or shared services centre; opening or development of an R&D centre

-required net increase of jobs:

 

     * no less than 100 jobs

     * in case of R&D sector: no less than 10 jobs in R&D

- project durability 5 years; in case of SMEs 3 years (after finishing the project)

- qualified cost of no less than 2 million PLN

- available subventions:

 

     * IT center and shared services center – up to 30% of qualified cost of the project

     * R&D center – in Wielkopolska:

                if set up by micro- or small enterprise – up to 60% of qualified cost

                if set up by medium-size enterprise – up to 50% of qualified cost

                if set up by another enterprise – up to 40% of qualified cost

 

- It is possible to finance EITHER fixed assets/intangible and legal assets (the latter max 50% of investment costs) OR cost of created jobs (two-years’ cost of work of new employees, ie. gross remunerations plus obligatory surcharges)

In 2008 call there were 10 applications of total 341,5 million PLN of which approved were 2 projects: 2,8 million and 6,45 million PLN subventions (50% of project costs).
